Delhi voter-roll revision shows the cost of weak digital capacity

Delhi’s Special Intensive Revision of electoral rolls faced a revised schedule after only about 15 per cent of enumeration forms had been digitised. Booth-level officers were to continue house visits, with the draft roll moved to August 17 and the final roll scheduled for October 19.\n\nThe issue is administrative as much as electoral. A door-to-door exercise requires trained staff, reliable data entry, clear correction channels and enough time for residents to check their details. Speed cannot come at the cost of excluding people who move frequently, lack documents or need assistance with the process.\n\nThe Northern Review will judge the exercise by transparency: whether claims and objections are easy to file, whether corrections are published clearly and whether officials explain delays without shifting the burden to residents.
